The Big Cleanup is facilitated and implemented by the Bay of Quinte Restoration Council. The Council includes representatives from the federal and provincial governments, conservation authorities and a public advisory group, Quinte Watershed Cleanup.

The Bay of Quinte Remedial Action Plan Restoration Council is made up of: Environment Canada, Department of Fisheries and Oceans Canada, Ontario Ministry of Natural Resources, Ontario Ministry of the Environment and Energy, Ontario Ministry of Agriculture and Food, Quinte Conservation, Lower Trent Conservation and Quinte Watershed Cleanup.
